Kosovo

The Republic of Kosovo is Europe's newest country, having gained independence from Serbia in 2008. Since then, it has been recognized by 98 UN member states, including the U.S., and 23 out of 28 EU members. 

The country is currently facing crises on multiple fronts. A major issue is the government's recent move to extend control over the north, where a sizable ethnic Serbian community resides. This has strained relations with the European Union and the United States, raising concerns about a possible resurgence of inter-ethnic conflict and stalling progress in the Belgrade-Pristina Dialogue. Additionally, Kosovo continues to struggle with poverty and inequality, evident in poor social services, allegations of corruption, limited access to justice, high unemployment, a deficient education system, and a lack of equal opportunities. The parliamentary elections on February 9, 2025, marked the first time a government completed its full four-year mandate. This was a pivotal moment in shaping Kosovo’s future, particularly in mending ties with EU allies and navigating the dynamics of a new U.S. administration. Both are essential to Kosovo’s diplomatic standing, accession to international organizations, continuity of development efforts, and long-term stability.

The common vision for Kosovo remains the establishment of a multiethnic, democratic state with effective governance. While civil society has historically been weak, there is growing interest in volunteerism, particularly within an expanding network of NGOs based in Pristina, Prizren, and Mitrovica. These organizations play a crucial role in holding high-ranking officials accountable, restoring public trust, and encouraging electoral participation. The Kosovan parliamentary elections of 2021 and 2025 were largely peaceful and deemed fair and free, thanks to the dedicated efforts of a high number of election observers, whose work is increasingly supported by Commit Global’s innovative digital tools.

European Platform for Democratic Elections (EPDE), established in 2012, is a network of independent citizen election observation organizations. As a key partner of Commit Global, EPDE plays a crucial role in supporting citizen election observation and strengthening democratic institutions across Europe. 

On February 9, 2025, Commit Global’s election observation tool, Vote Monitor, was deployed to support EPDE during Kosovo’s parliamentary elections. EPDE observers monitored the opening, voting, closing, and counting procedures in 40 polling stations across the country. Using Vote Monitor, they collectively submitted 1,153 observation reports, ensuring a thorough and data-driven assessment of the electoral process. Commit Global continues to enhance Vote Monitor by conducting demo rounds, usability testing, and incorporating feedback from observers to improve the platform’s efficiency and user experience.
